Observations:

This is an extract from a taxation return covering the whole country. Scutage was 'a tax, instead of personal service which a vassal or tenant owe to his lord, sometimes levied by the crown  in feudal times' according to Chambers Twentieth Century Dictionary. Thus 
De PRIMO SCTAGIO R. HUIUS translates
:

FOR THE FIRST SCUTAGE IN THIS REIGN

Roger of Clifford has been assessed for 34 marks for the fee of Robert of Ewyas as happened in the round before [i.e in the previous assessment]. In the treasury 40 shillings [i.e.have been paid] and owes 31 marks

Walter de Lacy (the blank probably indicates 'owes')  £52 -(where the li stands for livres )
